A Region XII Digital Constitution
This Constitution provides the governing framework for digital governance, ministry operations, data integrity, and technological collaboration across all churches, departments, and leaders within Region XII.

Preamble
Region XII of the Church of Our Lord Jesus Christ (COOLJC), recognizing the sacred responsibility to steward technology for the edification of the Body of Christ, establishes this Digital Constitution. Its purpose is to ensure that all digital systems, platforms, data, and interactions within Region XII reflect Apostolic doctrine, ethical stewardship, operational clarity, and the unity of the faith.
This Constitution provides the governing framework for digital governance, ministry operations, data integrity, and technological collaboration across all churches, departments, and leaders within Region XII.
Article I – Identity & Mission
Section 1.1 – Digital Mission
The Region XII Digital Ecosystem exists to:
- Facilitate collaboration, transparency, and accountability
- Strengthen ministry effectiveness
- Support leaders with clarity, tools, and insight
- Empower churches with accessible, scalable digital infrastructure
- Preserve doctrinal integrity in all digital expressions
Section 1.2 – Apostolic Alignment
All digital systems must reflect:
- The Oneness Apostolic doctrine
- The teachings and governance of COOLJC
- The ethical standards of Christian leadership
- The mission of evangelism, discipleship, and community care

Section 2.1 β Authority Structure
Digital governance flows through:
- Region XII Bishop β Spiritual and executive oversight
- Region XII Technology Office β Operational and technical governance
- Diocese Leadership β Local oversight and compliance
- Church Leadership β Implementation and stewardship
Section 2.2 β Governance Principles
All digital operations must be:
- Transparent
- Accountable
- Secure
- Documented
- Interoperable
- Ministry-aligned
Section 2.3 β Governance Tools
Region XII shall maintain:
- A Ministerial Operating System for clergy development
- A unified digital platform
- Standardized onboarding processes
- Shared ministry tools
- A Stewardship Dashboard for ministry health analytics
Article III β Digital Citizenship
Section 3.1 β Who Is a Digital Citizen
A Digital Citizen of Region XII includes:
- Pastors
- Ministers
- Department leaders
- Diocese officers
- Authorized church staff
- Approved volunteers
Section 3.2 β Rights of Digital Citizens
Digital Citizens have the right to:
- Access approved ministry tools
- Receive training and onboarding
- View and manage their own data
- Participate in digital governance processes
- Expect privacy, security, and ethical stewardship
Section 3.3 β Responsibilities of Digital Citizens
Digital Citizens must:
- Uphold Apostolic ethics online
- Protect sensitive information
- Use digital tools responsibly
- Maintain accuracy in reporting
- Complete required training


Article IV β Data Stewardship & Ethics
Section 4.1 β Data as Sacred Trust
All ministry dataβattendance, engagement, giving, discipleship, outreachβis a sacred trust and must be handled with:
- Integrity
- Confidentiality
- Accuracy
- Purposefulness
Section 4.2 β Data Ownership
- Churches own their local data
- Dioceses own aggregated diocesan data
- Region XII owns regional analytics and system-level data
- No data may be sold, exploited, or used for non-ministry purposes
Section 4.3 β Data Protection
Region XII shall maintain:
- Secure systems
- Access controls
- Audit trails
- Ethical data policies
- Minimal data collection principles
Section 5.1 β Core Systems
Region XII shall maintain:
- A unified website network for churches and departments
- The WP Community Core plugin
- The Stewardship Dashboard
- The Ministerial Operating System
- A unified identity and roles system
Section 5.2 β Interoperability
All systems must:
- Share data through standardized schemas
- Use consistent ministry definitions
- Support multi-campus and multi-department workflows
- Enable seamless onboarding
Section 5.3 β Accessibility
Digital tools must be:
- Mobile-friendly
- Usable by non-technical leaders
- Designed for clarity and simplicity
- Supported by training and documentation


Article VI β Ministry Operations
Section 6.1 β Reporting
Churches shall submit:
- Attendance
- Giving
- Outreach
- Discipleship metrics
- Departmental activity
Section 6.2 β Accountability
Digital systems shall support:
- Transparent reporting
- Leadership oversight
- Ministry health assessments
- Early-warning indicators for struggling ministries
Section 6.3 β Collaboration
Departments and churches shall:
- Share resources
- Coordinate events
- Support regional initiatives
- Participate in digital training
Article VII β Digital Conduct & Safety

All digital interactions must reflect:

- Respect
- Integrity
- Truthfulness
- Compassion
Section 7.2 β Prohibited Behaviors
Digital Citizens shall not:
- Engage in harassment or abuse
- Spread misinformation
- Misuse access or data
- Violate privacy
- Undermine leadership or unity
Section 7.3 β Enforcement
Violations may result in:
- Revoked access

- Disciplinary action according to COOLJC governance
